The retiring Northern Ireland police ombudsman has called for an amnesty for all murders committed during the troubles – with the co-operation of the victim’s family.
Canadian Al Hutchinson has made the controversial call as he awaits retirement from his role as police ombudsman.

Hutchinson retired in January but won’t vacate his office until a successor is found.
He believes it will be impossible to investigate all murders perpetrated during the Troubles.
“An amnesty to deal with the past would be conditional on the families of victims, who would make decisions on individual cases,” said Hutchinson.
“I think the key here is the victim would have a say whether or not they might consider amnesty, and that would be a conditional amnesty.”
