Two men, who were arrested on Wednesday, January 31, have been charged in connection with the riot that occurred in Dublin on November 23, 2023.

Declan Donaghey, 27, from Williams Place in Dublin, and Kyle Lawrence, 18, from Lurgan Street in Dublin, both appeared before the District Court today, Thursday, February 1.

Donaghey faces four charges: setting fire to a garda car, criminal damage to another garda car, using or threatening to use violence, and criminal damage to a business on Parnell Street.

According to RTÉ News, Detective Garda Michelle Fitzpatrick told the court a large quantity of CCTV footage has been harvested and that Donaghey’s movements were traced over two hours and that gardaí allegedly have video footage of him committing each offense.

The offenses of criminal damage and violent disorder carry a sentence of up to ten years in prison, while the maximum penalty for arson is life in prison, RTÉ News reported.

Lawrence, meanwhile, faces ten charges: stealing from five city center stores the night of the riot, three counts of criminal damage, and two counts of violent disorder.

Both of the accused have been remanded on bail and are due to appear in court again on April 4. 

An Garda Síochána said on Wednesday that Gardaí from Dublin Metropolitan Region (DMR) North Central had arrested two men, one in his 20s and one in his late teens, in connection with incidents related to the investigation of the violent disorder and public order events of November 23rd, 2023, in Dublin City Centre.

Gardaí previously said on November 24 that they had responded to serious public order incidents and violent disorder that occurred in Dublin City Centre on November 23.

Over 400 members of An Garda Síochána were deployed on patrol in Dublin City Centre on November 23, including frontline uniformed Gardaí, supported by over 250 Public Order Gardaí.

An Garda Síochána confirmed that seven vehicles were damaged by fire on November 23, including three buses, three garda patrol cars, and one Luas tram.

Eight other garda vehicles were extensively damaged.

13 properties were attacked and substantially damaged.

A number of members of An Garda Síochána were injured, including one who was seriously injured and received treatment in hospital.

34 people were charged and due to appear before the Criminal Courts of Justice on November 24.

An Garda Síochána said they commenced a formal investigation into all of the circumstances of the violent disorder and public order events that occurred.

An incident room was established at Store Street Garda Station and a Senior Investigating Officer was appointed.

The day after the disorder, An Garda Síochána began the process of collating and harvesting CCTV and social media images from the events.

The "violent order and public disorder events" were preceded earlier in the day by a serious assault in Dublin's Parnell Square East near Gaelscoil Colaiste Mhuire which saw three young children and their caregiver hospitalized.

Two of the children were released from the hospital soon after, while the caregiver received treatment for a longer period.

The third child, a girl, remains hospitalized; her family said on January 30 that she has returned to ICU.

Riad Bouchaker, who was also hospitalized, was arrested later in December. He has been charged with the attempted murder of two female children and one male child; assault causing serious harm to a female childcare worker; and three counts of assault causing harm to the three children and was additionally charged with one count of possession or production of a 36cm kitchen knife.
